That's the government for you. Nobody can figure out exactly what they mean by anything--so nobody can DO anything.Bank of America told me flat out last year they won't wire money to ANY casino --not even to the supposedly legal sports betting/horse racing type things. Period.

Considering they are in the middle of paying the government 650 MILLION DOLLARS in fines for making sub prime mortgage loans that the government forced them BY LAW to make, I really can't blame them. Our government has gone totally rogue--they've been heading that way for several decades, of course, but it has gotten obscene.

"PP is investigating us because of the market sector we are in."

Maybe.
Since they don't give the real reason, countless little PTC use PP, besides the big,
it is not just the industry.

Fact is you can never know, why PP limits you, because they don't tell you.
They have a about a 100 cues that are unknown to the general public and
may trigger an investigation.
Besides the countless reasons that are known.

Have a look at http://www.paypalsucks.com/

Download the toolkit, for some interesting information.
We all should have it.

One thing is sure, you will not to reach funds under 6 months freeze
without a little pressure.
Meaning filing a number of complaints, besides getting a lawyer.

Just watched a movie, made after Ayn Rand's book.... Atlas Shrugged (2012 IMDB two parts)
Never loved her books though, after the first one, just dumped it (can't even recall book's name).
But, this one was.... wordtaking.
A lot of fiction though, but it was so real.

You can control PVs growth in a milder more dynamic manor by setting the repurchase allowance at
((break even) + X )% of the daily issue for each group.

I think current  percentage for returning to same BAP amount is 67%  ( I call this break even )

and X stands for a percentage of your chosing.

Lets say that you chose that every user is allowed to increase their BAP by 5% of the daily ad issue and the daily issue for a random group is $25.

 So that group is allowed to reinvest  ( 67 + 5 = ) 72% of 25$, a total of $18 ( rounded up or down ? if needed )

This way no one falls a group, on the contrary one can move up by 5%.  This method gives control of 2 aspects:
1: Growth is dependant on daily issue.
2: Growth is determined by admins selection of X%. ( <- this should be preferably stable )

Somewhat of a forced "profit taking" smile .

At this point you can allow BAP share tranfers, that don't create extra BAP ( in the system as a whole) but consume 3% of every transaction. The only downside is a potential crash in BAP-share price that could be counteracted by increasing lower price limit depending on $ price ( that will probably increase due to the increasing purchases from forced profit taking ).

Extra:
The lowest BAP price limit could be a % below cash price equivalent, therefore constantly creating opportunities in swapping BAP for $ and vice versa, creating more flow in share transactions and increasing revenues/ lowering BAP-debt.

Or you can disable BAP shares as you mentioned, still it is a more user friendly way to control growth and it can be implemented for a longer period of time without hurting the system.

 Just my opinion.

simple

the 1st paragraph means you as an individual cannot be fined or prosecuted for attempting to do it or even if the bank did it, you still cannot be fined or prosecuted by federal law.

the 2nd paragraph means, that if the bank/money processor did make the transaction, then they can be fined and/or prosecuted by federal law.

The federal government realized there was no way they could control the individual US resident, but since banks/money processors are regulated, they had more means to be able to control the money, and the governments thinking was that if they stopped the money, then they would stop the gambling without actually making it a crime for an individual.

That is why they hid the actual bank/money processor prohibition law within the Port Authority bill and not as a Bill of it owns.

IMHO this way leads right to "just another PTC"
We have subproducts here, not just debt generators!
This way, controlling the growth one way (by suppressing it) but giving it only one direction - up would ruin the whole idea.
The idea here is, to distribute wealth, according to capabilities of a person. If one is confident enough and prepared enough, he should get better profit. Pure capitalism in action. There are two directions in it though, up and down...wink

Oh, I am very aware of the stuff at paypalsucks--I have it all in my computer, and update it about every other month.

Paypal, like every bank on the planet, has a trainload of internal regulations none of us ever hear of--and in their case, they have to find ways to work with the financial laws in every separate country they deal in. True, they make a ton of money for putting up with all the various forms of government harassment--but considering the level of harassment they probably have to deal with, I would say they earn it to some extent.

I've never been limited or anything by PP--but I know plenty of people who have, and I can understand why they are so p*ssed off when it happens. It's always been my position that when ANY financial institution online or off screws with a customer's account, they should have to provide full written documentation of any and all applicable government regulations or TOS covering what they are doing--BEFORE the fact.

Some years ago, the state government decided to put a lien on our company bank account at Compass bank when it was still in existence. Compass never told us a thing, the state never served us--nothing. The first thing WE knew about it was when we went to buy 1 TON of popcorn and all the supplies to go with it, to START october--the month when we typically make over 2 tons of kettle corn--and the bank account was empty. Fortunately, our suppliers were willing to give us emergency credit for a week without paperwork, primarily because we are their biggest customer in southern Arizona.

My other half tried to sue, and discovered that some obscure government regulation nobody knew about allowed the state to place that tax lien, without ANY actual proof we owed taxes--and the same regulation FORBID Compass from telling us there was a lien. We would have switched banks, but there was no point--they're ALL stuck in the same boat.

That's why we NEVER keep the company assets in the bank.

No, I don't believe that administration will do that. It was your mistake not theirs, therefore you get to pay the price. Next time click on your activation ads, all of them.

Her first one was The Fountainhead, in 1943 (1944? well, somewhere around there) smile.

I have never been a personal fan of her writing style, and I am certainly not an objectivist--I am a classical liberal (like our founding fathers), which these days is a Libertarian.

But mind you, I am a REAL Libertarian, not a "pothead" Libertarian...

Oh, those are just the tip of the iceberg LOL. Take it from someone who almost got tazed and arrested last year for trying to pay our federal business income taxes using cash. Those DHS goons really scared me.
