We haven´t had ad issues lately, so people didn´t get paid a lot of money so it is reasonable to expect that not many people could afford to buy ad packs bigger than $50 at that moment. After the time, the funds are released and allowed to be used as the account holder sees fit. There is probably around 750K of that 1M frozen from Jo being able to do anything.
