Just research the internet for similar programs to pdv/mtv copy their terms, privacy policies etc or find basic one to start you off and edit them the way you want therefore no copyright infringement, if you wish to write yourself. You know the systems better than any lawyer and a lawyer would cost a fortune with all the back and forth for discussions to explain everything to him or her. Another option and as a programmer web developer myself you can also get your programmers and/or web development team to write these for you or to assist you in writing as they would also be very familiar with how the paidverts or mtv systems work as they developed and implemented them. They would also most likely be cheaper than any lawyer. When I develop either my own websites or for my clients I write/edit these documents without any need for a lawyer as there are tonnes of them on the Internet. I have written and edited quite a few of these myself.
