You can check these data here and, as I can see, only on 9th and 10th March more than 5000$ has been paid to our members so I would say that this statement is right. It's all about mining and its difficulty/complexity to create blocks in blockchain so there's nothing you can do about it, as an individual.  In fact, there is something you can do about it. You could manualy set a higher fee for certain transaction so that it becomes more rewarding for miners. In that case, they'll "fight" to include your transaction into the blockchain, thus shorten the time for confirmation.
