What happens when the majority of users reach the higher end, like the millions? Adding more groups just makes it harder for newer people to climb, not to mention possibly cutting money from them and every lower BAP group. The system is still sending out the low-valued recycled ads. Once that's done, it will start with the 1% ads. My guess is there were simply too many recycled ads that were stuck for days due to the bug in the Recycle system.
